Add water and rice to a pot. Bring to a boil, immediately turn off the heat, and cover the pot. Let it sit for 30 minutes. Fluff with a fork and set aside.
Sprinkle some salt and pepper on the steak. Place some olive oil in a pan and add the seasoned steak. Cook on medium heat for 4 minutes per side or until fully cooked.
Remove the steak from the pan and set aside. Now, make the sauce: Add some olive oil to the pan and sauté the garlic for 30 seconds. Add the water, lemon juice, soy sauce, and honey. Bring to a simmer.
