Add the oil and beef to the pot and cook for 10 minutes, breaking the beef apart frequently with a wooden spoon.
Add the onion, carrots, garlic, garlic powder, salt, pepper, oregano, and spinach. Sauté for 1 minute then add the diced tomatoes. Reduce the heat to low, cover the pot and cook for 30 minutes.
