Add mashed chickpeas, chopped cucumber, chopped celery, chopped kalamata olives, chopped capers, Greek yogurt, Dijon mustard, lemon juice, chopped dill, salt, and pepper to a bowl. Mix until well combined.
Add the mixture to the center of a large flour tortilla. Fold the bottom of the tortilla over the mixture, fold the sides of the tortilla in towards the center, and roll the tortilla up to form a burrito.
